Disaster Recovery and Resiliency Program Management Services to support Philadelphia’s Community Development Block Grant Disaster Recovery (CDBG-DR) program and related Philadelphia’s Community Development Block Grant Disaster Recovery (CDBG-DR) program and related initiatives. The City of Philadelphia requires services to design, develop, implement, and operate CDBG-DR program and recovery activities along with mitigation and resilience initiatives. Support for staff augmentation to design, launch, implement and operate CDBG-DR activities.
The long-term goal of this RFP is to help the City build capacity, skills, and knowledge in CDBG-DR program development and implementation. The City is specifically seeking professional services to provide capacity building support, technical guidance, training, policy and procedure development support, and staff augmentation to ensure all activities are implemented in compliance with the CDBG-DR rules and guidelines.

The U.S. Department of Housing and Urban Development (HUD) allocated $163,204,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the City of Philadelphia to support long-term recovery and mitigation efforts. The City’s Office of the Director of Finance and Division of Housing and Community Development (DHCD) are jointly responsible for overseeing administration of the CDBGDR funding. The City’s CDBG-DR Action Plan details the various programs that will address needs of residents, including but not limited to activities related to housing, infrastructure, planning, and economic revitalization.
