City of Philadelphia – Hurricane Ida Disaster Recovery & Resilience Program
Franklin provides technical assistance services to support the City of Philadelphia’s CDBG-DR-funded homeowner rehabilitation program and related activities.

The City of Philadelphia received CDBG-DR funding for Hurricane Ida recovery activities. Franklin has been engaged with the City of Philadelphia Office of Finance, Division of Housing and Community Development, and Philadelphia Housing Development Corporation to support the city’s $42M homeowner rehabilitation program, termed the Disaster Recovery & Resilience Program or “DRRP”. Franklin worked with the named city offices to design this program and create the policy manual.
Through development of the policy manual, Franklin has advised on programmatic approaches including a comprehensive outreach strategy to reach eligible residents, reviewed practices through Fair Housing regulations, and developed strategies to ensure participant confidentiality and uphold regulatory requirements that prevent fraud, waste and abuse.
Franklin also created and provided training to city staff related to CDBG-DR regulations, requirements, and best practices.
