Louisiana Infrastructure Technical Assistance Corporation (LITACorp)
Franklin serves as the technical assistance provider for LITACorp assisting Louisiana localities in identifying and applying for federal funding to address infrastructure needs.

LITACorp is a nonprofit organization created by the Louisiana legislature in 2023. LITACorp works in partnership with the Louisiana Municipal Association and the Police Jury Association of Louisiana to help rural and economically distressed communities apply for federal grant and loan programs created by or funded through the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL).
Franklin serves as the Technical Assistance provider for LITACorp. Through this role, Franklin conducts all direct outreach to Louisiana localities, identifies community infrastructure needs, researches relevant grant opportunities, creates customized Grant Guides with information on relevant grants to address each locality’s needs, and assists with any technical help needed with grant systems such as sam.gov, grants.gov, Valid Eval, and others. Franklin then helps the locality develop a grant strategy and collaborates with the locality and other stakeholders, such as elected officials or local development districts, to write competitive grant applications on behalf of the locality.
Our role also includes providing the LITACorp Executive Director and internal team with weekly reports about engagement activities and grant development, as well as maintaining a database of community requests for TA, services provided, and award statuses.
As of April 2026, the grant writing technical assistance provided by Franklin has resulted in $18,206,334 for 19 different local governments. An additional $100 million dollars in potential funding is pending award announcements for 14 Louisiana localities, and Franklin is in the process of developing 19 new grant applications representing 15 Louisiana localities.
