Louisiana Housing Corporation Disaster Recovery Housing Program Management

Since 2016, Franklin has provided staff augmentation, program design, outreach, development, implementation, and closeout across 60+ distinct task orders tied to more than $50 million in funding that involved an array of housing programs.

Franklin engaged in the following:

• Created rental program policies and procedures for LHC's CDBG-DR LIHTC funded programs, Rural Rehabilitation Program, and Middle Market Loan Program.
• Managed monitoring of statewide Katrina/Rita rental programs.
• Provided housing case managers for multiple Covid-19 isolation sites, which required swift housing deployments and application assistance for funding.
• Assisted in statewide outreach, strategy, coordination, and implementation of the Emergency Rental Assistance Program, which includes refining program processes and building a statewide outreach network.
• Provided staffing for rehousing coordination of over 700 households across Louisiana in the aftermath of Hurricanes Ida, Laura, Delta, and Zeta.
• Completed 60 Tier II Environmental Reviews, 89 Full Environmental Assessments, and 24 Cultural Resource Surveys allowing more than 150 individual CDBG-DR rehabilitation projects to progress.
• Managed the emergency remediation and restoration of 39 units that experienced water damage at the Village de Jardin (VDJ) due to a fire.
• Conducted 15 subrecipient trainings for the Low-Income Home Energy Assistance Program.
• Provided technical assistance for the Neighborhood Landlord Rental Program, assisting LHC with the rapid rollout of the program across the state.
• Provided SMEs and analysts to monitor applicant files and improve the QA/QC process of applications for the Small Rental Property Program.
