Louisiana Housing Corporation Disaster Recovery Housing Program Management
Since 2016, Franklin has provided comprehensive program management services including staff augmentation, outreach, program design, program implementation, compliance monitoring, and closeout across 70+ distinct task orders tied to more than $640 million in funding that involved an array of housing programs.

Franklin has served as LHC’s Program Manager for Disaster Recovery Housing Programs since 2016. The following list represents a snapshot of tasks:
- Provided technical assistance for the Neighborhood Landlord Rental Program, including assistance to LHC with the rapid rollout of the program across the state and creation of program policies, procedures, workflows, templates, file management protocols and a system of record.
- Created program policies for the Piggyback and PRIME programs, as well as the Rural Rehabilitation Program, Middle Market Loan Program, Multifamily Restoration Loan Fund, and Safe Haven Program.
- Supported LHC’s asset management team by completing 200+ surplus cash reviews for 99 multifamily rental properties to clear a four-year backlog of reviews.
- Developed a joint asset management handbook to clearly define roles, responsibilities, and processes for tasks shared across partner agencies.
- Drafted a Notice of Funding Availability for LHC’s PRIME-4 program development to facilitate developer selection and funding decisions.
- Managed monitoring of statewide Katrina/Rita rental programs.
- Assisted in statewide outreach, strategy, coordination, and implementation of the Emergency Rental Assistance Program, including refining program processes and building a statewide outreach network.
- Provided staffing for rehousing coordination of over 700 households across Louisiana in the aftermath of Hurricanes Ida, Laura, Delta, and Zeta in 2020 and 2021.
- Completed 60 Tier II Environmental Reviews, 89 Full Environmental Assessments, and 24 Cultural Resource Surveys allowing more than 150 individual CDBG-DR rehabilitation projects to progress.
- Assisted with housing navigator services for three FEMA-PA-funded projects during the COVID-19 pandemic and in the aftermath of Hurricane Ida in 2021 to house more than 1,000 people in seven shelters across the state and assisted in securing permanent housing for more than 700 people.
- Managed the setup, staffing, and ongoing service delivery for seven non-congregate shelters (NCS) in New Orleans, Baton Rouge, and Lafayette for people experiencing homelessness during the COVID-19 pandemic. This included hiring staff of 100+ to assist with shelter management, providing housing case management to prepare residents for full-time housing, and assisting residents’ search for their post-shelter housing.
- Provided case managers for multiple Covid-19 isolation sites by conducting swift deployments and application assistance for funding.
- Supported the demobilization of Alexandria and Lafayette shelter sites maintained by the local Continuum of Care entities.
