City of West Monroe – CDBG Program Management
Franklin administers the City of West Monroe’s Homeowner Rehabilitation and Homebuyer Assistance programs funded by CDBG dollars granted by the Louisiana Office of Community Development – Local Government Assistance’s through its Make a Difference grant.

The City of West Monroe received a Make a Difference grant from the Louisiana Office of Community Development – Local Government Assistance (LOCD-LGA) to develop housing programs that support community investment and improve housing opportunities for eligible residents. The Homeowner Rehabilitation Program offers grants for repairs to improve habitability and code compliance. The Homebuyer Assistance Program provides downpayment assistance for first-time homebuyers. Through these programs, the city aims to enhance neighborhood stability, expand access to safe and affordable housing, and assist households in maintaining and improving their homes.
Franklin serves as the project manager providing comprehensive management services including design and implementation of both housing programs, liaising with the grant funder, LOCD-LGA, developing policies and procedures for both programs and other required policies and plans required by the grant, creation of all program materials including applications and grant agreements, conducting outreach to prospective applicants and stakeholders, facilitating planning and public meetings, creating public-facing presentations, flyers, and content for social media and program webpages, drafting procurement materials and managing procurement processes, creating and maintaining the system of record and all program files, and creation of all budgeting, reporting, and compliance monitoring activities and tools.
