LITACorp Technical Assistance

LITACorp, a nonprofit organization that works in partnership with the Louisiana Municipal Association and the Police Jury Association of Louisiana, helps rural and economically distressed communities apply for and administer federal grants funded through the Infrastructure Investment and Jobs Act (IIJA).

Franklin serves as the Lead Technical Advisor provider for LITACorp, this role includes conducting outreach to Louisiana localities to educate on the offerings provided through LITACorp, identifying community needs as they relate to infrastructure, creating grant guides and recommendations based on the needs discussed in discovery meetings with each locality, writing and managing grant applications, and project management of awarded applications.

Our role includes providing LITACorp with weekly reports about engagement activities and grant development, as well as maintaining a database of community requests for TA, services provided, and award status.

As of December 2024, Franklin has submitted 32 grant applications totaling over $236 million and is providing grant writing services to 11 local governments in Louisiana on grant applications totaling over $12 million. To date, LITACorp has been awarded 11 grants, totaling over $12.6 million, for 11 different local governments. In addition, LITACorp is awaiting award announcements for 14 grants representing $122 million dollars in potential funding for Louisiana localities.
