HUD Program Policy Subject Matter Expert

Franklin Associates seeks an experienced professional to serve as a HUD Program Policy Subject Matter Expert for Franklin Associates. The chosen professional will provide their expertise and knowledge of HUD program policy and procedures to assist Franklin’s clients in developing, deploying and managing CDBG-DR and other federally funded programs.

For the past 18 years, Franklin has supported state and local government clients throughout the United States to implement a wide range of programs including: disaster recovery, climate adaptation, public health, transportation, and land use planning. Our functional expertise is in program management and operations, technical assistance, community engagement and public outreach, training, website development, compliance and monitoring, and performance measurement and evaluation.

This is a full-time position, with preference given to Louisiana-based applicants. For the right candidate, this position can be full time remote and/or hybrid with periodic travel to Franklin’s office in Baton Rouge, Louisiana.

Duties and Responsibilities 

  • Utilize program expertise to assist in the creation of all program policies and procedures as needed and directed by Franklin’s CDBG-DR clients

  • Provide applicable best practices that can be used in the formation of policies and procedures and subsequent implementation of each HUD-funded program

  • Engage in constant communications with program leadership and implementation team to ensure consistency across program team

  • Create and perform program monitoring measures to ensure consistency with program policy

  • Advise on the creation of reporting activities compliant with HUD regulations and applicable program requirements that can be used by implementation team, including subcontractors

  • Stay up to date with all HUD requirements, regulations, and policy changes to ensure compliance for the entirety of each program

  • Provide revisions to policies and procedures as opportunities for improvement arise.

Basic Qualifications

  • A four-year bachelor’s degree from an accredited university.

  • At least five to seven years of professional level project/program policy development and implementation

  • Considerable knowledge of CDBG-DR best practices and HUD regulations and demonstrated ability to provide expert recommendations to senior leadership

  • Experience in the policy/procedure or implementation of CDBG-DR housing programs including buyout and acquisition, single family homeowner programs

  • Demonstrated strong writing, analytical, leadership and communications skills

  • Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications

  • Experience in other CDBG-DR program activities.

Salary Range

When establishing the salary for a specific role, various factors are considered to determine appropriate compensation. These factors include, but are not confined to, pertinent work experience, skill sets, certifications, and competencies that are in alignment with the designated role, geographic location, education, relevant certifications, and contractual terms governing labor categories that pertain specifically to the position. The salary range for this role is as follows:

$80, 000 - $130,000
