Deputy Program Director

Franklin Associates seeks an experienced professional to join our team as the Deputy Program Director for a statewide CDBG-DR program management project). The chosen professional will provide their knowledge of HUD program rules, policies, and operations to assist our client in its ongoing recovery efforts from the destruction of 2020, and 2021 hurricanes, the 2016 floods, COVID-19 pandemic, and any other future disasters. The individual that is selected for this position will need to be an effective leader with experience leading large federally funded recovery programs alongside state or federal entities.

Over the past 18 years, Franklin has supported state and local government clients throughout the United States to implement a wide range of programs including: disaster recovery, climate adaptation, public health, transportation, and land use planning. Our functional expertise is in program management and operations, technical assistance, community engagement and public outreach, training, website development, compliance and monitoring, and performance measurement and evaluation.

This is a full-time position based in Baton Rouge, Louisiana with consideration given to highly qualified candidates.

Duties and Responsibilities 

  • Assist with oversight of the contract and serve as one of the primary points of contact on behalf of Franklin

  • Assist with managing all staff, including subcontractors, to ensure that all deliverables and deadlines are met

  • Develop a monitoring plan for the Program and negotiate contracts for any required subcontractors or vendors

  • Provide policy, procedure and operations guidance to client on HUD requirements, regulations, and policy changes to ensure compliance with all programs

  • Assist with and manage the creation of program policies and procedures, ensuring all parties’ input is accounted for and all stakeholders are informed of all policies.

Basic Qualifications

  • A four (4) year Bachelor’s degree from an accredited university; relevant advanced degrees and/or certifications are preferred or equivalent experience

  • Seven (7) or more years of professional level experience managing programs or projects with a $10 million or more budget and a complex network of functional area coordination

  • At least five (5) years of direct experience in direct financial assistance programs. A working knowledge of regulatory and statutory compliance requirements for federal grant programs through which states and local governments administer grants providing direct assistance to eligible individuals is preferred

  • At least five (5) years of direct experience in the operations of a large scale (5,000 applicants or more) direct financial assistance programs

  • Ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints

  • Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc

  • Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness

  • Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications

  • Required to work on-site at location. No more than 2 weeks away during the calendar year is expected without prior authorization of client.

Salary Range

When establishing the salary for a specific role, various factors are considered to determine appropriate compensation. These factors include, but are not confined to, pertinent work experience, skill sets, certifications, and competencies that are in alignment with the designated role, geographic location, education, relevant certifications, and contractual terms governing labor categories that pertain specifically to the position. The salary range for this role is as follows:

$110, 000 - $160,000
