Analyst

Louisiana-based applicants are preferred, but there may be an opportunity for a hybrid/remote schedule for the right candidate. 

Franklin Associates seeks an Analyst to join Franklin Associates Disaster and Grants Management Practice. The chosen professional will assist Franklin’s clients in developing, deploying, and managing federally funded disaster recovery, housing, infrastructure, and economic development projects in Louisiana and across the United States on behalf of state, local and federal government clients.

 

For the past 18 years, Franklin has supported state and local government clients throughout the United States to implement a wide range of programs including: disaster recovery, climate adaptation, public health, transportation, and land use planning. Our functional expertise is in program management and operations, technical assistance, community engagement and public outreach, training, website development, compliance and monitoring, and performance measurement and evaluation.

 

This is a full-time position, with preference given to Louisiana-based applicants. For the right candidate, this position can be full time remote and/or hybrid with periodic travel to Franklin’s office in Baton Rouge, Louisiana.

Duties and Responsibilities 

  • Work collaboratively as a member of the Disaster and Grant Management practice regularly communicating with other team members, responding to client needs, participating in team meetings, working to proactively identify issues and opportunities, and recommending solutions.

  • Provide expert interpretation of regulatory and HUD requirements for administering CDBG-DR funding including project implementation and compliance management.

  • Help refine program procedures and processes for implementation.

  • Work with staff to set up systems, be able to interpret and apply the regulations within the context of these systems.

  • Help implement disaster recovery and other federally funded grant programs.

  • Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products.

  • Assists in implementation, communication, and training related to grant administration.

Required Skills and Abilities

  • Ability to collaborate effectively with personnel at all levels, from subject matter experts to the company president.

  • Strong communication skills (written and verbal).

  • Ability to organize/prioritize/coordinate.

  • Strong process orientation.

  • Commitment to continual process refinement and self-improvement.

  • Proficiency with Microsoft Office and collaborative tools.

Education and Experience

  • Bachelor’s degree

  • Demonstrated experience implementing successful public and private projects.

  • Equivalent types of experience as substitute are considered

Salary Range

When establishing the salary for a specific role, various factors are considered to determine appropriate compensation. These factors include, but are not confined to, pertinent work experience, skill sets, certifications, and competencies that are in alignment with the designated role, geographic location, education, relevant certifications, and contractual terms governing labor categories that pertain specifically to the position. The salary range for this role is as follows:

$45, 000 - $55,000
