Project Manager-Urban Planner

Franklin Associates is seeking a motivated, talented individual to join our highly functional consulting firm based in Baton Rouge, LA. Over the past 17 years, we have supported state and local government clients throughout the United States to implement a wide range of programs including: disaster recovery, climate adaptation, public health, transportation, and land use planning. As our work expands, we are looking for a Project Manager-Urban Planner to develop short- and long-range plans and programs for the best use of available land space. Duties and Responsibilities 

  • Analyzes data concerning current uses and long-term needs related to available land as outlined by various clients and projects; analysis will consider all populations of a given community, identifying needs as they pertain to schools, health care facilities, correctional facilities, open-space planning, and housing facilities for homeless, low-income, and elderly residents.

  • Analyzes the strengths and weaknesses of redevelopment plans implemented in other cities; identifies which parts of those plans could be modified to address client needs.

  • Creates technical and aesthetic designs intended to make the best use of available land.

  • Recommends prioritized solutions to address client needs.

  • Consults with land developers, civic leaders, and public officials.

  • Identifies ways to maximize public benefits from private development projects.

  • Creates, compiles, organizes, or otherwise prepares materials for community relations meetings.

  • Presents and defends recommendations and plans to the city council, planning commission, and other legislative committees to secure approval and financing necessary to implement plans.

  • Acts as mediator in public disputes.

  • Provides supervision and conducts audits to ensure developments comply with financial and other specifications.

  • Managing various projects related to advisory services, disaster recovery and resilience

          - Oversee project budget to ensure compliance with contract

          - Oversee project deliverables to ensure compliance with contract

  • PR/Communications planning and implementation across all projects

  • Content development across all projects

  • Analyzing RFPs to derive proposal structures and requirements

  • Coordinating proposal activities across a broad range of personnel, including upper-       management, technical staff, editors, graphic designers, and subcontractors

  • Performs other related duties as assigned.

  • Assisting/coaching technical personnel in making proposal contributions and delivering presentations

         -  Understanding and communicating the benefits of technical matter to non-technical audiences   

         -  Media relations                    ​                                                                                                                                                    

Required Skills

  • Highly proficient in Microsoft Office including Word and Excel  

  • Excellent computer and organizational skills, as well as attention to detail 

  • Excellent written and verbal communication and interpersonal skills 

  • Ability to meet deadlines 

  • Strong strategic planning abilities 

  • Previous project management experience

Education and Experience

  • Bachelors degree in Urban Planning, Engineering, Environmental Studies, Political Science, or related field required; Masters degree highly preferred.

  • Four years of experience in planning and development, preferably in the public sector.

  • Certification by American Institute of Certified Planners (AICP).
