Disaster and Grant Management Practice Lead

Franklin Associates is seeking a highly talented Disaster and Grant Management Practice Lead for immediate employment in the firm’s Baton Rouge, LA office.

 

The ideal candidate will be a proven Disaster Program Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management.  

Roles and Responsibilities 

  • Lead large, complex programs implementing major state and community-level post-disaster recovery and resilience efforts funded with HUD Community Development Block Grant Disaster Recovery (CDBG-DR) and/or FEMA Public Assistance, Individual Assistance, Hazard Mitigation Grant, Flood Mitigation Assistance such as FEMA Public Assistance (PA), FEMA Individual Assistance (IA) funds  

  • Monitor production rates, identify and address roadblocks, and implement process and efficiency improvements  

  • Serve as Project Management Lead over a team of Project Managers 

  • Report on status of Project Managers and their assigned projects 

  • Coach Project Managers on utilizing effective collaboration tools and developing productive strategies on specific projects assigned to them 

  • Review reports and briefings prepared by Project Managers/staff for quality and compliance to contract requirements  

  • Develop policies and procedures to govern disaster recovery and resilience projects  

  • Provide strategic guidance and organizational management guidance to clients including State and local government clients and non-profit organizations  

  • Coordinate with State, Local, and Federal executives, leadership, and officials and serve as the direct interface with state/local client agency, including high-level elected and appointed officials, as well as senior program staff  

  • Manage technical and support staff and provide ongoing direction in the performance of assigned program  

  • Develop and monitor program plan including time and cost estimates  

  • Ensure project outputs are delivered on schedule and within budget by tracking performance and expenditures  

  • Serve as the key project interface with Franklin Associates leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions 

  • Proactively guide the client in the development and adherence to program policies and procedures 

  • Work side by side with clients to ensure compliance, deliverables, invoicing, finances, administration, and documentation are in check  

  • Comply with quality assurance and security procedures in the performance of duties  

  • Mediate requests to internal team members and external stakeholders (e.g. consultants, contractors, state employees, etc.) to achieve program goals 

  • Ensure all Standard Operating Procedures are documented and current  

  • Prioritize conflicting needs while maintaining flexibility and help staff manage time, productivity, and effectiveness  

  • Write business requirements for information systems and assist in designing and implementing system modifications  

Requirements

  • This position requires daily (weekdays) reporting in-person to our Baton Rouge office 

  • Bachelor’s degree from an accredited institution; CAPM and/or PMP a plus.  

  • Minimum of 5 years of experience in project management and disaster recovery and/or resiliency program management 

  • Experience working with HUD CDBG/CDBG-DR and/or FEMA PA/IA/HMGP/FMA funding  

  • Experience with state and local governments, and the types of initiatives necessary to help them rebuild their economy and culture following significant disruptions, such as natural disasters  

  • Working knowledge of high-level compliance, contractual obligations, and invoicing pertaining to government projects is required 

  • Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities  

  • Excellent computer skills, including advanced level proficiency in Microsoft Excel 

  • Strong organizational and analytical skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail 

  • Ability to pivot between different tasks and simultaneous projects quickly and seamlessly 

  • Superior written and verbal communication skills 

  • Highly resourceful team player with the ability to work independently 

  • Creative problem-solver  

  • Valid driver’s license and access to reliable means of transportation 

  • Able to sit and stand for prolonged periods of time 

  • Must be fluent in English (both written and spoken) 

  • Must be authorized to work in the United States
