Infrastructure Grant Manager

Statewide Louisiana (remote/hybrid options-within three hours driving distance to Baton Rouge, LA- available for right candidate).

Franklin Associates seeks an experienced professional to serve as an Infrastructure Grant Manager to work with government agencies and communities to apply for Infrastructure Investment and Jobs Act (IIJA) funding and manage subsequent infrastructure projects throughout the State of Louisiana. Over the past 17 years, we have supported state and local government clients throughout the United States to implement a wide range of programs including: disaster recovery, climate adaptation, public health, transportation, and land use planning. Our functional expertise is in program management and operations, technical assistance, community engagement and public outreach, training, website development, compliance and monitoring and performance measurement and evaluation. This position is based in Baton Rouge, Louisiana but we are open to remote/hybrid employment options (within three hours driving distance to Baton Rouge) for the right candidate.  

Duties and Responsibilities 

  • Provide subject matter expertise in federal grant funding including IIJA as well as applicable cross-cutting federal requirements and help local governments comply with them in the implementation of programs and projects  

  • Work as part of a team to provide grant writing and grant management expertise to local governments throughout Louisiana to assist with preparing for federal funding management and successfully execute infrastructure projects  

  • Provide training and technical assistance to Louisiana governments as needed to implement infrastructure projects  

  • Create process flows, program procedures, job aids and checklists to assist local governments obtain and closeout infrastructure projects  

  • Serve as point of contact for Louisiana local governments available to answer any and all questions related to infrastructure projects  

  • Travel on-site throughout the State of Louisiana as required to meet with local governments and visit project sites  

Education and Experience

  • Bachelor’s degree in Planning, Public Policy, Government, Finance or a related discipline. 

  • 4+ years direct experience in providing grant writing and/or grant management services including training and technical assistance  

  • Highly proficient in Microsoft Office including Word and Excel including use of advanced formulas, charts, and formatting to create polished and “client ready” deliverables 

  • Excellent computer and organizational skills, as well as attention to detail  

  • Excellent written and verbal communication and interpersonal skills  

  • Ability to meet deadlines  

  • Strong strategic planning abilities  

  • Previous project management experience 

  • Willingness to travel approximately 25% depending on role and project needs.
